In a large mixing bowl, whisk together the all-purpose flour, fine yellow cornmeal, granulated sugar, baking powder, and salt until well combined. Ensure there are no lumps in the dry mixture.
Add the vanilla extract to the cold water. Gradually pour the liquid into the dry ingredients, mixing gently with your hands or a wooden spoon until a soft, slightly sticky dough forms.
