In a shallow bowl or pie dish, whisk together the eggs and milk until fully combined.
Add the grated Parmesan cheese, chopped parsley, chives, garlic powder, salt, and pepper to the egg mixture. Whisk again to distribute the ingredients evenly.
Heat a large non-stick skillet or griddle over medium heat and melt 1 tablespoon of butter.
